Is it wise decision to make real estate investment in Cyprus or Dubai?

I am a realtor in Istanbul next to Istanbul Bosphorus, on the European side.
I dedicate my whole realtor business on high segment real estate like new building apartment, residence apartment, villa and plaza offices.
I was thinking whether it is wise decision to buy real estate in Cyprus or Dubai.
In my current opinion, based on the current circumstances, if the purpose is making “real estate investment” buying real estate in Cyprus or Dubai would be wise decision since the return of investment seems more promising in comparison to buy real estate in Istanbul.
But; if the purpose of buying real estate is not solely making investment rather enjoying the environment or business purposes, I would say easily that buying real estate in Istanbul on acceptable price level is “always” wise decision.
Istanbul is the regional hub of Mediterranean, Black Sea, Africa, Middle East, Balkans and Caucasus.
Istanbul Bosphorus is one of the most worth seeing location in the whole world.
In Istanbul, you can establish logically the regional headquarters of your business as many international companies do.
